managed state lost after upgrade #1356

Bug description 🐞

after upgrading from 2.23.0 to 2.23.1 my team Managed state permission was lost and I had the re-enabled it.

Steps to reproduce

Expected behavior

The Managed State permission should persist upon upgrades.
