Unload/load continents #1053

Problem when I generate maps and then display Emblems, it slow down my browser and very painfull loadings ...

Solution Some wants load everything, I just want unload/load per country for displaying emblems and make few edits or regene emblems only
I dont know how you generate your map so I havent solution it's very dependant on it.

If you need specific emblems, you can see then in e.g. States Editor, then you can click on a specific emblem to open/edit it.

The layer has to show all emblems and the browser will start render the ones that are in your view port
