Map merger bug, sometimes when i merge a state, the state will simply dissapear and not merge, which softlocks the map as i can't edit any of the states and provinces #1061

Can you please provide steps to reproduce the issue? What should I do to get the same result? Please also share a .map file (you can zip it and add here to a comment)

Is randomized but It happens more if it's randomly generated.

Yes, but it's not helping. Need to know more, exact cases when it happens

Basically, when i create a map by myself (AKA manually adding the states or provinces, It works, but whenever it's a generated by changing the states number in the Options menu and removing the previous Heightmap, the the merger fails to work and Bugs, (It specifically happens to me, when it's a not manually generated map) (One map in The Middle East kept annoyingly glitching with this softlock)

Generate a map randomized in Chrome with more than 40 states and just use the merger, at some momento the merger Will glitch
