The entire map turns into the ocean #1083

The texture and the map itself turn into the ocean. This happens when I access the Heightmap in the erase or risk types, or when I use the image converter, after editing the map looks like this.

Steps to reproduce

Access Heightmap or change the height of the map.

Expected behavior

The map will change, showing the heights as edited.

It rarely happens when the coastline is too complex and algorithm cannot handle it. The workaround is to edit it again and change the heighmap a bit.
