Refactor layers rendering #1120

Description

A lot of layers use isolines for rendering and related code is all over the app. Generalise functions and make renderers use it.
Separate pole of inaccessibility detection from layer rendering.
Fix some rendering issues.
Moved provinces generation code to a separate module.
Separate generation and rendering code for Military.
Optimized some rendering processes.
