This is expected when you use 'Risk' mode. It protects you from accidentally deleting Burgs. For big changes use the Erase mode or remove burgs manually before the edit.

Description When using the heightmap editor in order to remove large portions of land, if a large amount of ocean is created without land, then exiting customisation creates small one-cell islands in the ocean areas.
Steps to reproduce
Expected behavior Unless there's a setting with the disruption/randomisation I haven't found yet, this should have just given me empty land.

This is probably a fault on my side, but I also recall it happening on a v.1.92 map (no screenshots then), so I have a feeling it's some sort of bug rather than my problem now.
