[DRAFT] Province legend box #1131

Description

Here is an idea to toggle on/off a legend that shows the provinces filtered by what is displayed on Provinces Overview. The idea is that, if the user displays "all" in the menu, it could show all, and if user displays only one state in the menu, the province legend display once those provinces.

Users can choose different colors for the provinces. If some want to display a legend for provinces, this allows that.
