State layer button non-functioning (.map file specific)

Describe the bug The state layer visibility will not toggle. In other words, the state button under layers is non-functional specifically for my .map file.

Steps to reproduce I can only replicate the issue on my map file. My project is old, but I have been saving it regularly across several versions (I couldn't tell you exactly how long I've been working on it).
