Spike: Nullifier epoch spec #574

Writeup an initial spec that describe how to do nullifier epochs. The spec should give an idea of how large the changes are, and how easy it would be for us to implement. Will the complexity of the change differ between doing the change now or later?

I converted this from a draft to an issue on the project board yesterday. But this is a much longer term project. I think other milestones should be prioritised above this one.
