Move `foundry-voting` and `stealthdrop` to other repos #33

Problem

foundry-voting and stealthdrop are great educational examples of Noir programs.

Hosting them in this noir-starter repo alongside boilerplates, however, mixes up repo analytics and could cause confusions to repo consumers.

Happy Case

This repo should be cleanly repurposed as the repo for getting started boilerplates.

Hence foundry-voting and stealthdrop should be moved to e.g.:

  1. New standalone repos
  2. A new example repo hosting a collection of educational implementations
  3. noir-by-example

I don't have a personal preference between 1-3; deferring to @critesjosh and @signorecello to decide on how best to execute.
