Cannot not fallback to local compilation #4

JDK Vserion :Zing24.02.302.0+2 Hub Version: 1.9.4

Hub queue accumulation for more than 10 minutes will not trigger local compilation, resulting in hundreds of pods with 100% CPU usage.
