Difficulty/CPU Land Bug #944

What steps will reproduce the problem?
1. Choosing a harder difficulty allows the computer to place more than one land 
on the opening turn.

What is the expected output? What do you see instead?
Normal turns are expected, instead of the computer getting extra lands on the 
first turn (without a Fastbond, even).

What version of the product are you using? On what operating system?
0.18.6

Please provide any additional information below.
Any difficulty higher than Normal does this.

thats what the hard mode does, it starts the game with ai having 1 2 r 3 lands 
already in play, giving it the turn and draw advantage.
