Newcomers cant nail if there are 2 or 3 members with Hammer and nails on the server.
But they can nail, if the members who are online at that time dont have hammer's.
Newcomers also cant lift props while there are 2 or 3 members with hammers.
They can still buby hammers and repair but they cant nail/lift props as long as there is a player with a hammer and above level 29 (30)
Should reduce the amount of kleiners throwing props around.
