Use rackup as default command #9

Using rackup as default command would cover more ruby-based web frameworks. The change should not break compatibility with existing setups.

@patricklee2 any chance this change could get merged? might be added as a default for new ruby versions https://github.com/Azure-App-Service/ruby/pull/42 🤔
