Is your feature request related to a problem? Please describe. Sometimes when a developer makes a mistake and forgot to define value for parameter in config file, the program shows confusing error message: You must provide a value expression following the '=' operator.

Describe the solution you'd like I'd like to see more precise error message: Empty value in config file.
