I tried the suggestion from the stackoverflow thread without success. I made sure the sql express instance is up and running, but I still get a connection error when the code tries to create the database.

@lizetpena : if you are using Visual Studio 2017, make sure that local db is checked in the Individual components list of the "Visual Studio Installer", then you can use LocalDb.
