Improved README #46

Purpose

Improved flow of README file:

Moved "Run in AKS" section to be first since that appears to be the primary intention of the demo
Updated "Run locally" to have specific commands backing the steps. Also removed the "fork" instruction since its not explicitly needed unless they plan on contributing back to the demo.
