Task state counting library #147

A library for efficiently counting how many tasks are in various states, plus a sample showing how to use it.

@itowlson I had some comments on the codeflow review -- can we continue the discussion there? Also, can you either: 1) Squash your commits some 2) Make a note on this PR that you would like me to perform squashing as part of the merge. This is okay as long as you're fine having there be 1 commit entitled "Add Task State Counting Library" or something like that, but if you want to squash down to 2 or 3 or 5 commits you'll have to do item 1 above instead.
