Switch to Postgres deployment #2

Depends on

Project has dev container and docker-compose
A Local settings for local deployment of Postgres via dev container
A Production settings that will point to Azure Flexible Postgres

I think we can leave this as sqlite for now so that we can functionality and then move to Postgres once we have the devcontainer setup
