Duplicate URL fragment remediation. URL fragments must be unique:

The URL fragment of the published sample. The full URL will always be https://learn.microsoft.com/{locale}/samples/{repo-organization}/{repo-id}/{urlFragment}. While this metadata node is not required, our recommendation is to always have this value set - this will ensure that the page link is immutable, regardless of sample README.md changes. See below for fragment restrictions.

Default value: First H1 line (#) transformed in a URL-compatible ID. If the first H1 line is absent and the urlFragment attribute is missing, ingestion will fail.
