Purpose

Resolving Build warnings:

Line 28, Column 83: [Warning: bookmark-not-found] Cannot find bookmark #About-this-template in Azure-Samples/azure-sql-library-app-blazor/azure-sql-library-app-blazor/index.yml, did you mean #about-this-template?
Line 74, Column 54: [Warning: bookmark-not-found] Cannot find bookmark #VS-Code-Tasks in Azure-Samples/azure-sql-library-app-blazor/azure-sql-library-app-blazor/index.yml, did you mean #vs-code-tasks?

Bookmark references need to be lowercase
