Bootstrap should Immediately disable public internet access after temporarily enabling it

Provision terraform-azurerm-vnet-app

Any log messages given by the failure

Temporarily enabling public internet access to storage account 'stxxx'

Expected/desired behavior

Bootstrap should disable public internet access immediately instead of waiting for terraform plan to be applied.
