Provision the Azure services required to process image data

[x] Add required roles for RBAC auth type deployments - All apps already have the Cognitive Services User/a97b65f3-24c7-4388-baec-2e87135dc908 role

Looks like we already have the required roles to interact with the new computer vision resource.
