[IngestionClient] Make it easier for users to run IngestionClient completely using private endpoints. #2449

Is your feature request related to a problem? Please describe. It is possible to run IngestionClient with private endpoints. However, the ARM templates don't automatically deploy with private endpoints, and also there are no written instructions in the repo to deploy the IngestionClient with private endpoints.

Describe the solution you'd like Ideally, we'd like to be able to deploy IngestionClient via an ARM template with private endpoints. If this is not possible, at least having instructions to do so manually would help.

@HenryvanderVegte There are several "[IngestionClient]" items open, are these actual customer issues or more general backlog work items? Is there a plan for them? Please update.
