API v4 tests with Playwright

This sits on top of PR #406.

Changes:

Azure Functions core tools: added Azure Functions core tools to post-create-script as global CLI, removed from package.json for v4 version - needs to be in environment but not in hosting
/packages/api-test: choose to put the api test in a separate directory from the front-end test to be clear about its purpose and not confuse developer about setup for test. The browser based tests fro the front-end require more installation, setup, and configuration (in case of Codespace).
Only 2 tests: 1 for PostgreSQL DB and 1 for Cosmos DB. I can add more but wasn't sure how far to go down this road at this point.
