fix(api): add local.settings.json so add just works #438

414 - force push the local.settings.json so that project's azd deploy works without changes.

@glaucia86 Maybe I overwrote your PR? I didn't see this in my API-test branch final push so I'm adding it back.

Its required for local deploy and local run.
