Purpose

Fixes component governance warnings:
- CVE-2024-32028 for OpenTelemetry.Instrumentation.AspNetCore (1.8.0).
- CVE-2024-32028 for OpenTelemetry.Instrumentation.Http (1.8.0).
Update OPC UA SDK to 1.5.374.36
