Provision Azure resources with Terraform #10

Purpose

Add 2 Terraform environments for automatically creating the required Azure resources:
- basic-elms (containing only ELMS related resources)
  - extended-elms (full environment with new IoT Hub, Edge device, VM)
Add a dev container for provision the Terraform environment and for debugging the solution locally
Updating documentation.
