Add SQL creation of SQL Database, tables/views using the built-in SQL Serverless Pool for exploratory purposes.

This is NOT part of the deployment script or CD.

[ ] Synapse SQL Database, tables/views (using SQL Serverless Pool, not dedicated) creation script to read the "Silver" data.
