Purpose

This PR is primarily to fix a bug which has been observed lately while creating Synapse SP during the infrastructure deployment.
In addition to that, changes have been made to avoid the the warnings during bicep deployment.
A minor change to allow the overwrite of seed data files to blob storage.
The installation instructions in main README.md has been updated to make it more intuitive.

Validation steps

Perform a fresh deployment based on the updated instructions. The deployment shouldn't throw any error and complete successfully.
