[Fabric CI/CD] - Adding timeout to CD and final documentation changes #683

Purpose

Adds the ability for the ManualValidation@0 task to timeout and fail the CD pipeline

Validation steps

When running the CD pipeline, make sure that the validation step fails after 3 minutes
