Setup common "integration" environment: Azure Subscription, Fabric tenant

We need a common MS Fabric environment to test the deployment of our sample with the deploy script.

DoD:

• Setup a common MS Fabric environment + Azure Capacity for the team.
• Ability to manage access via SG.
• Access to this environment is documented in our Developer Onboarding Guide.
• MS Fabric environment can be used by CI/CD environment. See #796
