This issue is to explore the possibility of adoption of the Conventional Commits specifications for MDE repo.

This would make it easier to read and quickly understand the purpose and history of commits and PRs.

[ ] POC to capture the implementation details. Capture the findings in the internal AzDo repo.
[ ] Implement the changes, including the update of CONTRIBUTING.md.
