Update metadata, and publish openai-chat-app-quickstart template to azure samples browser.

@hemarina and @pamelafox for notification.

It should already be in the sample browser, we used a hack where we repeated the readme with the frontmatter here: https://github.com/Azure-Samples/openai-chat-app-quickstart/blob/main/docs/README.md

That's to avoid the frontmatter taking up space on our actual README.
