Update to AKS 1.28 #689

Is your feature request related to a problem? Please describe. The existing build is using 1.26 which can't be deployed anymore.

Describe the solution you'd like The AKS version needs updating to 1.28.x along with the version of Istio.

Describe alternatives you've considered None.

Additional context None.
