[BUG] Bicep managedCluster api version issue

Describe the bug The current managedCluster api version in the Bicep deployment is 2022-03-02-preview. When deploying this via the GitHub Action deployment following error is produced.

The api version should be updated to the latest version.

To Reproduce Steps to reproduce the behavior:

1. Deploy the bicep template via the GitHub actions instruction
2. See error

Expected behavior I expect the managed cluster to deploy without issue.
