[FEATURE] Port back the best practices from the Windows baseline to the terraform baseline implementation #69

Is your feature request related to a problem? Please describe. No it is not a problem, just continuous improvement

Describe the solution you'd like we made a lot of improvements on the windows baseline reference implementation. we would like for those improvements be ported back to the private cluster baseline.

we are scraping the previous impelemntation for a more terraform avm approach
