[Feature] Capability to enable NSG flow logs in the Node Resource Group via an AKS ARM call #3074

Is your feature request related to a problem? Please describe. Today we can update the Agent NSG in the Node Resource Group directly to enable flow logs, but this is considered bad practice since the Node Resource Group is something that the AKS Service manages. Also it's planned to lockdown the Node Resource Group in future, so updating the NSG directly will not be an option.

Describe the solution you'd like We would like to be able to enable NSG flow logs in the Node Resource Group via an AKS ARM call.

Describe alternatives you've considered Updating NSG directly, but long term it will be blocked
