[BUG] Grammatical error when enabling auto-upgrade on ineligible cluster #3139

Describe the bug When attempting to enable auto-upgrade on a cluster that is not eligible, the second word in the error message is enabled, when it should be enable.

To Reproduce Steps to reproduce the behavior:

  1. Run command az aks update --resource-group myResourceGroup --name myAKSCluster --auto-upgrade-channel stable (Make sure it’s run against a cluster that is not running k8s N-1)
  2. See error: 
    (BadRequest) To enabled Auto Upgrade, agentpools and cluster kubernetes versions must be at least (lowest supported minor version - 1) for rapid and stable channel or supported for patch and node-image channel.

Expected behavior The error message should read: “To enable Auto Upgrade…”
