[Feature] Provide an Azure native implementation of Kubernetes NodeLocal DNS #3479

Is your feature request related to a problem? Please describe. A number of our partners have experienced DNS related outages due to overloading of CoreDNS. To mitigate this, they have started installing the Kubernetes NodeLocal DNS chart from Kubernetes. The existing scaling of CoreDNS replicas does not support very large clusters and nodes have experienced exhaustion of flows resulting in DNS resolution failures.

Describe the solution you'd like Providing an Azure native solution such as an AKS add-on would allow partners to improve the reliability of their AKS clusters without requiring external charts

Describe alternatives you've considered Our partners have installed the Kubernetes NodeLocal DNS chart. https://kubernetes.io/docs/tasks/administer-cluster/nodelocaldns/
