Yes please, I just found out I keep getting billed for the load balancer even when my cluster has been stopped for more than a month.
I am also interested in this as it prevents me from resizing the AKS subnet because the loadbalancer keeps internal IP-addresses locked. Might it be possible to just destroy the loadbalancer and expect K8s to recreate it when the AKS cluster is started again (without removing the loadbalancer deployments?)

Is your feature request related to a problem? Please describe. Load Balancers are priced at around 18/month. When an AKS cluster is in a power state of Stopped, all compute is removed, so it does not make sense to keep a load balancer since all services will not function.
Describe the solution you'd like When a cluster is in a power state of Stopped, remove the load balancer in the managed resource group for the node pools for AKS.
Describe alternatives you've considered Users need to manually remove all service definitions before putting an AKS cluster into a Stopped power state.
