[Feature] Show Cilium as a network plugin and also in the network policy view while creating a new AKS cluster #3908

Is your feature request related to a problem? Please describe. If a user were to create an AKS cluster from the Azure portal they are not provided the option to create a cluster with Azure CNI powered by Cilium as the UI doesn't list that network plugin option- network-dataplane=ebpf.

Same is the case if the user were to enable cilium as the network policy. Describe the solution you'd like

Add Cilium in the network plugin options.
Add Cilium in the network policy sections. Describe alternatives you've considered This is available already via API. Additional context Add any other context or screenshots about the feature request here.
