Azure CNI Pod Subnet Static Block Allocation #3944

GA ETA: Q1 2025

Azure CNI VNet has scaling limitations due to Azure's 65k route mapping limit.

This feature will allow for Prifixes to be used for routing and extend Azure CNI VNet's scalability to well beyond the current 65k limit.

This is only for CNI v2 not Azure CNI legacy
