[Feature] Control ingress-nginx scaling threshold in the app routing add-on #4173

Ability to set the scaling threshold for the ingress-nginx controller in the app routing add-on via the NginxIngressController CRD.

spec:
  scaling:
    threshold: rapid|balanced|steady
