Container creation intermittently takes a long time #4399

I tracked this down to a persistent volume claim not being released after deleting a pod, we had this issue years ago and then AKS fixed it, and apparently its not unfixed?

Anyway, please fix - when I delete a pod all the volume claims should go with it...
