Bug: Several hygiene fixes and/or cleanup

This PR fixes a bug and also cleans up some hygiene related stuff.

Closes #808

This PR fixes/adds/changes/removes

1. Fixes outdated release version
2. Updates resource mgmt policy to reflect cleaned up labels
3. Cleaned up PR form
