Enable resource naming customization #21

Currently the deployment self generate KeyVault, Function, App Insight naming. It would be useful to allow to specify a custom naming to align to company naming convention.

This already possible if you are using a custom ARM template to deploy. Will work on exposing this in the Portal UI
