OnPrem Worker Nodes support? #46

Would it be possible to configure nonazure/onprem nodes as worker nodes on a pool? Even if controlling nodes/pool manually, just registering worker nodes on a given azure batch pool, providing credentials and batch url.

This would give amazing workload flexibility, easily switching between onprem/azure, with minimal changes. Even if batch workspace usage was then charged somehow. It's an amazing job scheduler (superb really) and would be very useful to use it not only for azure compute workloads, but as a saas job service.

(especially if used with docker, I think visual studio build agents have this support and can run as onprem containers)

This is something that's been in our backlog for a while but has been put on hold while we prioritize other features. We will periodically re-evaluate this feature request in the future.
