Create and configure a new Azure DevOps organization to support testing the CanadaPubSecALZ implementation, including:

Users, permissions, and policies
Parallel pipelines
Governance (DevOps admin group)
Service connection
Pipelines (management groups, roles, policy, logging, network, identity, subscriptions)
