Describe the bug Private link policy does not automatically register Private Link Endpoints for MySQL Flexible Servers

To Reproduce Steps to reproduce the behavior:

  1. Create a MySQL Flexible Server
  2. Create a Private Endpoint
  3. Wait 10 minutes
  4. The PE will not be registered in the MySQL Private DNS Zone

Expected behavior The Private Endpoint should automatically register in the MySQL Private DNS Zone
